    They are sort of hidden away. best way to access them is with a long handled Phillips screw driver. if the carbs are still on the bike you insert the screwdriver tip first into the back of the carbies horizontally, there are three screws, one between each carby.

    Where can I get replacement vacuum valve things from.. What are they called?

    You don't need them. If you buy a manometer they come with long brass adaptors you replace the stock port/screw with. Also, I don't know. Doubt anyone would be selling them.
